
Acting Rector of the NGLU Avralyev on changes to the admission rules for paid education

Many applicants and their parents do not fully understand how the new system will work and what changes are involved. Acting rector of Nizhny Novgorod Linguistic University, Nikita Avraliev, commented on the innovations during a press conference following the 2025 admissions campaign on August 8, as reported by NIA "Nizhny Novgorod" correspondent.
According to Avraliev, the government has begun to pay much more attention to paid education. While previously universities could admit an almost unlimited number of students to the non-budgetary department as long as they met minimum EGE scores, this situation has now changed.
He noted that starting this year, the Russian Ministry of Science and Higher Education will strictly monitor the number of students admitted on a paid basis. Moreover, in the near future, the number of such places will be coordinated with the ministry similarly to the control figures for budget admissions.
Avraliev emphasized that the state no longer makes distinctions between students studying on a budget and on a paid basis in terms of education quality. Therefore, the selection process for non-budget places will be as stringent as the competition for budget spots.
For example, if 20 paid places are allocated for a program and 25 applications are received, then the selection will be based on standard criteria—EGE scores and individual achievements, Avraliev explained. In this case, the university will not be able to sign contracts with all applicants.
"We [at NGLU] cannot refuse a person the right to sign a contract by law, even if there is then a competition," said the university head.
However, if the number of applications exceeds the places available, the university will be obliged to select the best candidates. If an applicant does not pass the competition, their tuition fees will be refunded.
Avraliev also added that submitting an application for a non-budget place does not guarantee admission. The applicant must confirm their intent by submitting an acceptance of enrollment. "In previous years, the Ministry of Science looked the other way on this. This year they made it clear: there will be consequences," he concluded.
