      Members of the parliamentary committee on state authority of the Legislative Assembly of the Nizhny Novgorod Region discussed a bill providing for fines for improper walking and keeping of animals.

      As Evgeny Lyulin, Speaker of the Legislative Assembly, noted on his Telegram channel, many mistakenly believe that a dog is a man's best friend. In fact, according to him, it is only a friend to its owner. That is why there are occasional high-profile dog attacks on adults and children.

      "Every year, the regional veterinary committee receives over a thousand complaints from citizens," the parliamentarian wrote.

      To ensure public safety, amendments were proposed to the regional Code of Administrative Offenses. The bill stipulates administrative liability for dogs roaming without a leash or muzzle, as well as for walking animals by persons incapable of controlling them or who are intoxicated. The fines will range from 1,000 to 5,000 rubles.

      Evgeny Lyulin emphasized that the bill will still be discussed and refined by deputies, but expressed confidence that animal treatment should become more civilized.

      It was previously reported that burying deceased pets has been prohibited in the Nizhny Novgorod region. They can now only be cremated.
