Russia’s Minister of Health Mikhail Murashko and Gleb Nikitin, Governor of the Nizhny Novgorod Region, held a working meeting in Moscow to discuss the development strategy of the regional healthcare system. The regional press service reported this.
The focus was on issues of territorial planning and the implementation of key infrastructure projects.
Gleb Nikitin outlined flagship initiatives for the comprehensive development of hospital territories — "Health Quarter," "Health City," and "Family Quarter." All three projects aim to modernize existing medical facilities, construct new buildings, improve adjacent areas, and enhance transportation accessibility.
Special attention within these projects will be given to patient convenience. Plans include creating comfortable waiting areas and organizing accommodation in boarding houses for those needing treatment without mandatory hospitalization.
According to Gleb Nikitin, the main goal is to create a closed treatment and diagnostic cycle within a single space. This will significantly improve access to medical care for regional residents. He emphasized that this is one of the priorities within the new national project "Prolonged and Active Life."
The governor recalled that the impetus for large-scale transformations was the visit of Prime Minister Mikhail Mishustin to Nizhny Novgorod in 2021. During that visit, the prime minister supported the overhaul project of the regional children’s clinical hospital and ensured federal funding.
Along with the children’s hospital, it was decided to modernize the nearby cardio center. As a result, the idea arose to unify their infrastructure: removing the fence between the institutions, establishing shared services, building a helicopter pad, and organizing internal transportation. This led to the "Health Quarter" project.
The "Health City" project aims to improve the quality of medical care for the adult population. It involves integrating resources from the N.A. Semashko Regional Clinical Hospital and the Oncology Dispensary NIIKO. The project plans include constructing a new surgical building with a multi-profile inpatient facility, an emergency department, and a polyclinic, as well as creating a Radionuclide Diagnostic and Therapy Center (PET-CT Center).
Mikhail Murashko supported plans for further modernization of the children’s regional hospital and the development of oncology services in the region. These initiatives will be implemented as part of the federal program "Fight Against Oncological Diseases," included in the "Prolonged and Active Life" national project.
Gleb Nikitin also presented the concept of the "Family Quarter" — a unified center for diagnosis, prevention, and recovery of reproductive health for men, women, and adolescents.
The first stage involves major repairs of City Hospital No. 28 and establishing a Family and Reproductive Health Center based there. Additionally, Maternity Hospital No. 5 will be upgraded, with the addition of high-comfort rooms — both family and individual. The cost of the first phase is estimated at 1.8 billion rubles, funded from regional budget sources.
The "Prolonged and Active Life" national project launched in 2025 as a logical continuation of the "Healthcare" project. By order of Russian President Vladimir Putin, it covers all key areas of medical assistance — from primary care to rehabilitation.
Earlier reports indicated that over 42 million rubles were allocated in 2025 for the modernization of Sokolskaya Central District Hospital facilities.
