EMERGENCY ALERT
regarding the likelihood of emergencies occurring
within the Nizhny Novgorod Region
According to the Federal State Budgetary Institution "Upper-Volga UGMSS," on July 14, 2025, heavy rains will persist in parts of the Nizhny Novgorod Region and the city of Nizhny Novgorod, continuing into the evening.
The probability of emergencies related to localized flooding increases due to malfunctions (clogging) of stormwater and drainage systems, flooding of low-lying areas, roads, low-clearance bridges, power line supports, communication lines, agricultural lands, increased traffic accidents, disruptions across all transport modes, failures in housing and communal services, landslides, and hillside washouts.
Recommended measures:
1. For leaders of territorial federal executive authorities, regional authorities of Nizhny Novgorod, and local self-government bodies:
- Inform the chairs of the Crisis Management Committee (CMC), all municipal emergency response services of the RSES, interested organizations, and institutions about the forecast of the emergency.
- Ensure dissemination of information to the public and tourist groups, including through mass media and official municipal websites.
- Make decisions (based on forecasted probability and monitoring data of the developing situation) to bring management bodies, forces, and resources into "HIGH ALERT" mode and organize additional measures to protect the population and territories from emergencies.
- Prepare forces and assets of municipal emergency response units according to the Emergency Prevention and Response Action Plans and organize interagency operational headquarters.
- Verify the availability and readiness of material and technical resources for responding to possible accidents.
- Monitor water levels in flood-prone areas.
- Check the readiness of road and utility services, pumping equipment.
- Clear stormwater drainage, sewer, road pipes, water outlets, and drainage systems.
- Cancel or reschedule outdoor cultural and children's entertainment events.
- Strengthen oversight of the situation through duty-dispatcher services, ensure the timely passage of information and reports.

In case of emergencies or incidents, immediately inform the senior duty officer of the Central Control and Coordinating Center (CCUKS) of the Main Directorate of the Ministry of Emergency Situations of Russia for the Nizhny Novgorod Region.
Public recommendations:
While in personal vehicles, reduce speed as visibility deteriorates. Roads and shoulders soften and erode, increasing slipperiness, which can lead to skidding and loss of control.
Use the mobile application "EMERCOM of Russia" to receive timely warnings about forecasted hazardous and adverse weather conditions and emergencies via the internet.
