      The Nizhny Novgorod personnel center "Work of Russia" has summarized the interim results of the implementation of the "Mobility 2.0" program for the first half of 2026. The program is part of the national project "Personnel," implemented in Russia since 2025 by order of President Vladimir Putin. It aims to increase the mobility of labor resources and ensure staffing for organizations in the defense industry and priority sectors of the economy. In the first 6 months of 2026, 14 Nizhny Novgorod employers joined the program (compared to 13 for the entire year of 2025). A total of 95 new employees were attracted to enterprises in the region, including staff from other regions. The federal plan for the "Mobility 2.0" program for 2026 is 80 people. Thus, the target indicator for just the first half of the year has been exceeded in the Nizhny Novgorod region by almost 19%. "The 'Mobility 2.0' program is an effective tool for addressing the personnel shortage and the comprehensive development of the human potential of the region. We see a stable interest from employers. The exceeding of planned indicators indicates that the support measures are in demand and are working effectively. It is especially important that new employees are coming to the Nizhny Novgorod region from various corners of the country, securing positions at our strategic enterprises," noted Igor Pantyukhin, Minister of Demography and Human Capital Development of the Nizhny Novgorod region. The program provides compensation for part of the costs of wages for attracted employees in the defense industry. "We are recording an expansion of the geography of attracted specialists and an increase in trust in the program from businesses. Only in the first half of this year, 14 enterprises joined the program. Financial support allows for compensation of salary costs for new employees, and support from the Nizhny Novgorod personnel center makes the process of recruitment and relocation as comfortable and efficient as possible," emphasized acting director of the Nizhny Novgorod personnel center "Work of Russia" Elena Vidyaeva. A stable positive trend has been maintained since the beginning of the program's implementation. In 2024, with a plan for 69 people, 91 were employed. In 2025, the region almost doubled the established federal indicator—118 people were employed against a plan of 55.
