      July 13, 2026 17:15 Society The Chairman of the Legislative Assembly of the Nizhny Novgorod Region, Evgeny Lyulin, met with Hero of Russia, participant of the second stream of the "Time of Heroes" program, Maxim Sholomov. Participating in the educational module "Regional and Municipal Management" of the federal personnel educational program, the hero requested a personal meeting with the chairman of the Nizhny Novgorod parliament. Maxim Sholomov is a career military officer, a lieutenant colonel. In 2003, after graduating from the Chelyabinsk Military Automobile Institute, he was assigned to serve in the North Caucasus Military District. He was the deputy commander for armaments of a motorized rifle company, then the commander of a motor vehicle company, and participated in a counter-terrorism operation in the territory of the Chechen Republic. In 2022, from the first days of the special military operation, he went to the combat zone and was the commander of a battalion. For his courage and heroism, he was awarded the title of Hero of Russia. After a severe injury, during which the officer lost both arms, he not only found the strength to recover but also enrolled in the Military Academy of the General Staff of the Armed Forces of Russia. Currently, the hero is actively working on projects in the field of youth policy. "Maxim Sholomov is a person who remains loyal to his country even after the most severe trials. I am convinced that his systematic thinking and deep civic position will be in demand. Such personnel are especially needed today, and we are ready to provide comprehensive support in their professional adaptation," noted the Chairman of the Legislative Assembly of the Nizhny Novgorod Region, Evgeny Lyulin. During the meeting, Maxim Sholomov and Evgeny Lyulin discussed issues of regional legislative work and the participation of veterans of the special military operation in the development of legislation. Evgeny Lyulin told the guest about the regional program "Heroes. Nizhny Novgorod Region," within which participants and veterans of the special military operation undergo internships in the Legislative Assembly. They work in specialized committees and participate in the development of bills, and the proposals of the heroes form the basis of the drafted bills. To date, there are about fifty support measures in the Nizhny Novgorod Region for the fighters of the special military operation and their families. Maxim Sholomov emphasized the importance of direct dialogue between participants of the special military operation and representatives of the legislative authority. "I have personally seen that deputies remain accessible and open, ready to help the fighters of the special military operation adapt to civilian life. Evgeny Borisovich gave me valuable recommendations, many of which I have already noted. In addition, I was interested in the experience of involving participants of the special military operation as experts in working groups for the development of bills. This is one of the few regions where such practice has already been implemented and successfully applied. Thanks to this, veterans can share problematic issues, and deputies, in turn, see which aspects of legislation should be given attention," said Hero of Russia Maxim Sholomov.
