The layout for the congress hall at the Nizhny Novgorod Fair has been put up for discussion.

      On July 1, 2026, at 17:42 Society In Nizhny Novgorod, public discussions began on the project for amendments to the Land Use and Development Rules, as well as the documentation for the territory planning within the boundaries of Soviet, Sovnarkomovskaya streets, and Oka embankment. The discussion concerns a plot near the Nizhny Novgorod Fair. The materials have been published on the city hall's website. The initiator of the changes is LLC "Specialized Developer 'Revival'." The company proposes to adjust the territorial zones and supplement the permitted use "Tourist Services" with the possibility of constructing a "Hotel Complex with a Congress Hall." The territory planning documentation was developed by the State Budgetary Institution of Nizhny Novgorod Region "Institute for the Development of the Agglomeration" at the request of the developer. The design area is 7.5 hectares, and the street and road network development scheme covers 12.5 hectares.

Earlier, on November 7, 2024, the Council for Land and Property Relations under the regional government approved two projects by the investor - a hotel complex at 2a Soviet Street and the Ermolayev Hotel at Strelka. The project includes the construction of two hotel complexes and the reconstruction of a historical building. The first facility is a hotel complex with an integrated congress hall and underground parking. Its height is up to 12 floors. The total floor area is 18,174 sq. m. The capacity of the underground parking is 48 parking spaces. The room stock consists of 288 rooms. The second facility is a hotel with underground parking. The number of floors is up to 4-9 floors. The total area is 30,511 sq. m. The capacity of the underground parking is 47 parking spaces. The room stock consists of 187 rooms. The "Ermolayev Hotel" plans to create 73 rooms. The development of the territory is planned in one phase, with phased implementation until 2035. As part of the territory preparation, the demolition of existing buildings, relocation of engineering networks, construction of driveways and sidewalks, as well as landscaping and greening are planned. The land plots will be formed in two stages. One of them, with an area of 4,793 sq. m, will be classified as public use areas for the street and road network. The expropriation of land for state or municipal needs is not provided for. It was previously reported that the investor plans to start construction in the second half of 2026 and put the facility into operation in 2029.
