Young road users often do not think about their safety while riding bicycles, mopeds, or scooters. Moreover, their parents do not always remember this either, as they overlook the age of the children and the presence of skills in operating the vehicle, as well as the necessity of using helmets and other protective gear. Even in a minor traffic accident, a child can sustain serious injuries or even lose their life. According to the Traffic Rules, only individuals who have reached the age of 16 and have completed training at a driving school and obtained a category "M" driver's license from the traffic police are allowed to operate a moped. However, as practice shows, adults often neglect these rules and make thoughtless purchases for their children, not realizing that the consequences of such a gift can be very tragic. Additionally, for operating a moped, scooter, motorcycle, or car without the appropriate license, a minor driver who reaches the age of 16 faces administrative responsibility—a fine ranging from 5,000 to 15,000 rubles, and the vehicle is seized and placed in a penalty parking lot. If the minor is under 16, their legal representatives—parents or guardians—are held responsible and may be subject to administrative penalties. The legislation also provides for administrative responsibility for a person who entrusts the operation of a vehicle to someone without the right to drive—a fine of 30,000 rubles.
