The rules for supervising children in schools and kindergartens have been updated in Nizhny Novgorod.
On June 18, 2026, at 12:29, the Administration of Nizhny Novgorod approved the regulations for creating conditions for the supervision and care of children, as well as their maintenance in municipal educational organizations. The document defines the procedure for organizing supervision and care for children in institutions implementing preschool, primary, basic, and secondary general education programs within the territory of the urban district. Supervision and care involve not only monitoring the child but also organizing meals, ensuring hygiene, assisting with daily matters, and maintaining a daily routine. The responsibility for creating the necessary conditions is placed on the heads of educational organizations. Preschool institutions provide supervision and care for children from two months until the completion of their educational relationships. Groups may operate in a short-term stay mode for up to 5 hours a day, full-day mode lasting 10.5-12 hours, or around the clock. Meals are organized according to an approved cyclical menu while adhering to sanitary requirements. In short-term stay groups, two meals are provided, in the 10.5-12 hour mode - four meals, and in round-the-clock groups - six meals. The document also regulates the daily routine. It must take into account the children's ages and include daily walks, meals, sleep, and hygiene procedures. Daytime sleep for children aged 1 to 3 years should last at least 3 hours, and for children aged 4 to 7 years - also at least 3 hours. Walks for children under 7 years should last no less than 3 hours a day. Morning inspections are conducted in institutions. Children showing signs of infectious diseases are not accepted, and if symptoms are detected during the day, the child is isolated until the arrival of parents or medical personnel. Additionally, organizations are required to monitor the health of their students, conduct preventive measures, ensure safety, and comply with sanitary norms.
