      Children's City Polyclinic No. 39 of the Soviet District of Nizhny Novgorod is one of the leading medical institutions in the region, where modern standards of lean production and digital technologies have been successfully implemented. The chief physician, Inna Kondratieva, who has 30 years of experience in pediatrics, shared her approaches to treatment, interaction with patients, and discussed the changes she considers necessary for the development of children's healthcare in the region.

      In recent years, the polyclinic has undergone a phased major renovation of all floors, including doctors' offices, common areas, and staircases, elevators, electrical wiring, and communications have been replaced, and the roof has been repaired. The institution is equipped with modern equipment: a digital X-ray machine, two ultrasound scanning machines, a defibrillator, a hyperbilirubinemia analyzer for newborns, an autorefractor, an exercise bike, Yulina swings for the medical rehabilitation department, and two portable electrocardiographs for conducting preventive examinations in educational organizations.

      Since 2022, the polyclinic has fully transitioned to electronic medical document management, and all workstations are equipped with personal computers. In addition, district pediatricians and doctors from the department providing medical assistance to children in educational organizations are provided with mobile tablets connected via secure communication channels to the medical information system, allowing for the implementation of the principle of continuity and consistency in the provision of medical assistance to individual patients. The digitization of healthcare creates comfortable conditions primarily for patients: residents can make appointments online at a convenient time, order certificates, and call a doctor to their home without queues and calls to the registry.

      "Paper cards that used to be required to be obtained at the registry before seeing a doctor have disappeared. Appointments are made by time. And this is very convenient for everyone," notes Inna Kondratieva, chief physician of Children's City Polyclinic No. 39 of the Soviet District of Nizhny Novgorod, a member of the local branch of the regional political council of the United Russia party.

      Special attention is paid to the atmosphere. The polyclinic has created comfortable conditions for young patients: bright interiors, play corners, friendly staff, and doctors ready to listen and help.

      "We treat with a smile. When we smile, the child responds in kind. Even infants feel this warmth. We always advise mothers to prepare their child for the visit in advance: play 'hospital,' explain what the doctor will do, and never lie or scare them with injections and procedures," the chief physician notes.

      Patients and their parents highly appreciate this approach. One mother shared her impressions: "We are very satisfied with this polyclinic. We used to go to another one, but the attitude here is completely different - much more attentive. Our district pediatrician is always in touch: if we can't make an appointment through the electronic system, he helps, even through telemedicine consultations he can give recommendations if something urgent comes up. All the necessary specialists are available at the polyclinic, and it's not difficult to make an appointment with them. Today we are discharging the younger one - he has recovered, and the older one has been checked, he passed the annual health examination, everything is fine."

      Inna Kondratieva is actively involved in shaping the new People's Program. She believes that in the next five years, two key tasks need to be addressed.

      "In the new People's Program, I want to propose two important directions. The first is the construction of a modern children's polyclinic in the Soviet District. Our district is actively being developed, new residential complexes are emerging, where mainly young families are moving in. Each of them usually has two or three children, and sometimes more - recently during a health check, we met families with six children. Currently, there are two children's polyclinics operating in the district, and their capacities are already at their limit. Moreover, a child rarely comes for an appointment alone - they are accompanied by their mother, father, sometimes grandmother or grandfather, meaning there are always two to three times more visitors than in an adult polyclinic. We need additional space, spacious offices for doctors, and comfortable waiting areas for large and small patients, so that children and their parents feel comfortable, safe, and calm," Inna Kondratieva said.

      She also added that it is important to pay close attention to the development of the digital healthcare system. It is necessary to implement backup equipment that will ensure the uninterrupted operation of electronic document management and the entire medical information system. This will allow regions to operate without interruptions and delays, and in the long term, build a unified Russian system that will be reliable and fast. Inna Kondratieva believes that this is not just a matter of convenience, but of safety and accessibility of medical assistance for every person.

      Children's Polyclinic No. 39 has long been an example of how careful treatment of patients, professionalism, and continuous development change the quality of medical assistance. Inna Kondratieva's proposals for the People's Program are a step towards making such changes available to even more children and their families. On the eve of Medical Worker’s Day, the polyclinic staff receives congratulations on their professional holiday, and the chief physician wishes her colleagues health, joy, and new successes in the noble cause of preserving children's health.

      Let us remind you that the start of collecting proposals for the new People's Program of United Russia was announced by the party chairman Dmitry Medvedev on February 19 at the first district reporting and program forum of the party "There is a Result!" in Yekaterinburg.

      The new People's Program will consist of two documents - this is a new approach to its work. The first is the election program itself, which will gather solutions to urgent problems facing the country, the party's work plan for the term of the future composition of parliament. The second block will contain the fundamental ideological and value guidelines of the party, describing the strategic image of Russia.

      United Russia will present the framework of the program for decades in June, and in August, by the second stage of the party Congress, the People's Program for five years.

      United Russia has created an expert council for the preparation of the People's Program. It includes Heroes of the Russian Federation, participants of the Special Military Operation, representatives of higher education and science, the rocket and space and nuclear industries, industry and business, the real sector of the economy, public associations, and trade unions.
