In 2025, it was 6%, and by the end of the year, it is expected to drop to 4%. On certain days, the figure drops to 2%, averaging around 3%. By the time of the complete refusal of cash, it is expected to decrease to less than 1%. As Denis Ryabinin explained, the refusal of cash will reduce the burden on drivers, increase safety, and ensure full accounting of revenue. Additionally, the authorities hope to obtain more accurate statistics on passenger flow for route adjustments. In the first months after the new rules are implemented, control services will issue warnings. Passengers without a card will be asked to exit at the nearest stop to purchase one. Fines are only planned for repeat offenders. A phased refusal of paper tickets is also being discussed, with no timelines set. If a decision is made, the requirements will be uniform for all carriers, including private ones. Currently, there are 116 conductors working in state enterprises, compared to 476 ten to fifteen years ago. Gradually, their functions are being transferred to control services. Payment control is carried out by the KRS service at the Transport Systems Development Center. In 2025, the total amount of fines for fare evasion was 1.6 million rubles, while revenue from fares was 1.9 billion rubles, excluding private carriers. Authorities do not rule out indexing fines to two to three thousand rubles. The Ministry of Transport emphasizes that the change in payment methods is not related to a review of tariffs. The cost of travel is indexed annually, taking into account the growth of carrier costs.
