      On May 17, 2026, at 08:17, Society In the Nizhny Novgorod region, a draft law has been developed that amends regional legislation on housing policy. The document aims to eliminate legal uncertainty when resettling citizens from homes that fall under the comprehensive development of territories (CDT) program. The project is posted on the website of the Legislative Assembly of the region.

      It concerns the adjustment of norms regulating the provision of housing to needy citizens under social rental agreements within the framework of CDT projects. Currently, the existing provisions allow for various interpretations when determining the procedure and conditions for resettlement.

      In particular, the region has established a norm for providing the total area of residential premises under social rental agreements depending on the number of residents. However, when applying these rules within the framework of CDT, legal uncertainty arises: the area is calculated based on the number of residents, rather than the number of citizens recognized as needing improved housing conditions.

      Moreover, the current regulation applies to premises provided from the housing stock of the Nizhny Novgorod region. In the implementation of CDT projects, the mechanism is different: housing is purchased by the developer and transferred to municipal ownership or provided to the owner in exchange for the seized housing. Thus, at the regional level, there is no specific norm regulating the procedure for providing housing to needy citizens living under social rental agreements when resettling within the framework of CDT.

      The draft law proposes to eliminate this gap. It introduces a clear norm for providing housing specifically for this category of citizens. The area will be calculated based on the number of needy individuals residing in the residential premises.

      It is expected that the adoption of the law will create legal certainty, reduce the time for improving housing conditions, and lower the risk of disputes between developers and municipalities.

      Earlier, it was reported that in Nizhny Novgorod, as part of CDT projects, it is planned to resettle 153 emergency and dilapidated houses.
