Utility service rates in Russia may increase by 35%.

      May 14, 2026 16:44 Society Tariffs for housing and communal services in Russia may rise by 35% over the next four years. According to the updated forecast from the Ministry of Economic Development, published on May 12, inflation will continue to decline and will reach 5.2% by the end of 2026, calculated from December to December. At the same time, in the current year, the total payment by citizens for communal services will increase on average by 9.9%. In 2027, the growth will be 8.7%, in 2028 - 7.1%, and in 2029 - 6.1%. As a result, over four years, housing and communal services will become 35.7% more expensive. The most noticeable increase is expected in the electricity sector. This year, tariffs will rise by 15.2%, in 2027 - by 15.3%, in 2028 - by 11.2%, and in 2029 - by 6.3%. Thus, over four years, the cost of electricity will increase by 57%. The ministry explains this by the implementation of large investment projects in the energy sector. The total growth of gas tariffs over four years is projected at 36.7%: 9.6% this year, 9.1% in 2027, and 7% in 2028-2029. The forecast from the Ministry of Economic Development has been criticized by State Duma Chairman Vyacheslav Volodin. According to him, many appeals have already been received from citizens regarding the planned increase in payments for communal services. Volodin emphasized that such proposals need to be discussed in advance with the relevant committee of the State Duma. He also reported that the lower house of parliament will take control of the issue of possible growth in housing and communal services tariffs.
