      May 8, 2026 07:00 Society Two uninhabited villages in the Semenovsky district have been proposed to be designated as villages. The corresponding bill has been submitted to the Legislative Assembly of the Nizhny Novgorod region. The villages in question are Bezvodnoye and Zimenkis of the Ogibnovsky rural council. The amendments are related to the need to eliminate duplication of names, as this creates difficulties when working with the Federal Information Address System. According to current rules, an address must be unique—there cannot be two populated areas with the same name and type within one municipal formation. In the Semenovsky municipal district, there are similar populated areas in the Shaldezhsky rural council, but in the villages of the Ogibnovsky rural council, no one is registered and, in fact, no one resides there. Residential houses are absent; there are only registered real estate objects. According to regional law No. 184-Z "On the Administrative-Territorial Structure of the Nizhny Novgorod Region," if there are no registered residents in a populated area, its type can be changed by regional law with the consent of the representative body of the municipality. To confirm the absence of residents, the Council of Deputies of the Semenovsky municipal district created special commissions. They established that no one is registered or resides in these populated areas. After that, the deputies proposed a legislative initiative to change their status.
