On April 20, 2026, at 12:15, Society In Yoshkar-Ola, a plenary session of the Council of Legislators of the Volga Federal District took place. It was chaired by the Council's chairman, the speaker of the Legislative Assembly of the Nizhny Novgorod Region, Evgeny Lyulin, reported the press service of the ZSNO.
The meeting was attended by the deputy plenipotentiary representative of the President of the Russian Federation in the Volga Federal District, Igor Burenkov, heads of legislative bodies of the regions of the district, representatives of the People's Council of the LPR, as well as the Association of the Far East and Transbaikal.
One of the central topics was staffing in healthcare. The chairman of the State Council of the Chuvash Republic, Leonid Cherkesov, presented a report. He provided an analysis of the situation in the district and pointed out systemic problems — a shortage of doctors and nursing staff, aging personnel, as well as insufficient staffing of hospitals in rural areas and small towns.
Evgeny Lyulin emphasized that the personnel shortage remains one of the most pressing issues in medicine across the country. According to him, in 2025, the healthcare system lacked 29,000 doctors and 63,000 mid-level specialists.
He noted that at the federal level, a law on targeted training in residency and three years of mentorship for graduates has been adopted. In addition, the effectiveness of the "Rural Doctor" and "Rural Paramedic" programs has been proven: since 2012, more than 13,000 medical workers have participated in them in the regions of the Volga Federal District. "A lot is being done, but much still needs to be improved," he noted.
Igor Burenkov, in turn, added that the level of medical assistance directly affects the social well-being of citizens.
As a result of the discussion, the Council of Legislators of the Volga Federal District prepared a number of recommendations for federal authorities. In particular, to increase one-time payments under the "Rural Doctor" and "Rural Paramedic" programs, as well as to extend them to medical workers coming to work in cities with a population of up to 100,000 people. The creation of a federal program to provide housing for medical workers has also been initiated.
It is also proposed to introduce mandatory state insurance for the life and health of medical workers while performing their official duties, as well as to develop a mechanism for their legal protection and insurance in case of medical errors.
The speaker of the ZSNO emphasized that the current payments no longer correspond to the rise in housing prices, so an increase is required. He also highlighted the need to reduce the burden on doctors by simplifying reporting and using artificial intelligence for medical documentation.
"Additionally, the Council of Legislators of the Volga Federal District will send three proposals to the State Duma and the government of the Russian Federation: to develop a mechanism for the legal protection and insurance of medical workers against medical errors, to accelerate the implementation of a new industry wage system, and to adopt a federal housing program that includes mechanisms for preferential rental and affordable mortgages for medical workers," the parliamentarian noted.
Earlier, at a meeting of the Association of Youth Parliaments under the legislative bodies of the subjects of the Volga Federal District, Evgeny Lyulin called for strengthening the role of youth in the development of rural areas.
