In Russia, the development of the bioeconomy until 2050 was discussed.

      On March 27, a joint meeting of the State Council of the Russian Federation's commission on "Industry" and the subcommission on chemical industry and bioeconomy under the Government Commission on Industry took place in Moscow. It was chaired by the governor of the Samara region, Vyacheslav Fedorishchev, who is also the head of the relevant commission of the State Council.

      The main topic of discussion was the development of bioeconomy — a field that unites a wide range of industries and modern production solutions. Opening the meeting, Fedorishchev noted that the focus is on forming a strategic system for the development of bioeconomy, implementing the national project and investment initiatives, as well as removing barriers for the industry. According to him, this approach aligns with the directives of the President of Russia and the objectives of the national project "Technological Support for Bioeconomy."

      The governor reminded that the commission was created to enhance interaction with regions that face industry problems in practice and have specific solutions.

      The opening remarks were made by Vladimir Simonenko, head of the Presidential Administration of the Russian Federation for the formation and activities of the State Council, and Anton Alikhanov, Minister of Industry and Trade of the Russian Federation.

      The Minister of Industry and Trade outlined Russia's current positions in the new industry. "Good positions have been established in biopharmaceuticals and biomedicine, in the segment of organic cosmetics, along the lines of industrial, agricultural, and food biotechnology. There are also developments in the reproduction of forest genetic resources and in the field of environmental protection," Alikhanov reported.

      The chairman of the State Duma Committee on Industry and Trade, Vladimir Gutenev, also participated in the meeting.

      Participants reviewed conceptual approaches to developing the Strategy for the Development of Bioeconomy in the Russian Federation and implementing the new national project. As Fedorishchev emphasized, the president has tasked them with forming a strategy by 2035 and 2050. He noted that the document must be aligned with the practices of specific enterprises, Russian regions, and friendly countries; otherwise, it will not be comprehensive.

      According to the commission chairman, an important task is to form a unified management framework for bioeconomy and synchronize the work of federal agencies. Key customers for new biotechnologies include the Ministry of Agriculture, the Ministry of Natural Resources, and the Ministry of Health. It is also necessary to establish coordination with development institutions, scientific organizations, businesses, and subjects of the Russian Federation.

      Special attention was given to the development of the scientific and technological block of the national project. As Anton Alikhanov reported, this work will be carried out with the participation of the "Kurchatov Institute." Under its patronage, a specialized center has been created, uniting leading scientific organizations, including those engaged in the development of technological regulations and technical regulation issues.

      The improvement of the regulatory framework was also discussed — in terms of clarifying laws and subordinate acts to expand the opportunities for businesses and scientific teams to create new products.

      Reports were presented by Deputy Minister of Industry and Trade Mikhail Yurin, Director of the Kurchatov Institute Scientific Center Yulia Dyakova, Deputy Minister of Health Sergey Glagolev, and Director of the Department of the Ministry of Agriculture Vladimir Skvortsov.

      The second part of the meeting was dedicated to the implementation of investment projects and measures to eliminate key barriers to the development of the industry. It was noted that projects for the production of organic acids, deep processing of wheat for the production of vitamins and amino acids, processing of peas to obtain amylose, and the production of bioacrylamide have already been supported.

      Among the promising initiatives is the creation of a xanthan gum production complex in the Samara region. As Fedorishchev stated, this substance is currently not produced in Russia. According to him, the region, possessing a developed raw material and industrial base, is moving towards finalizing the project documentation parameters for the enterprise.

      The formation of bioeconomy infrastructure was also discussed: the creation of bioresource centers, biobanks, technology transfer and scaling centers, as well as a network of regional bioclusters. In Fedorishchev's opinion, development should rely on industrial specialization, scientific base, raw material resources, and human potential of specific regions.

      Participants supported proposals for accelerated import substitution of means of production, the development of domestic equipment and biotechnological solutions, as well as expanding measures to support investment projects and stimulate domestic demand.

      Summarizing, Fedorishchev stated that bioeconomy is becoming one of the key directions for ensuring the technological leadership of the country and requires coordination of efforts between the federal center, regions, science, and business.

      The national project "Technological Support for Bioeconomy" is being implemented at the direction of the President of the Russian Federation. It covers chemistry, food industry, energy, medicine, ecology, and agriculture. Its task is to consolidate resources and create competitive enterprises, including through the modernization of existing production.
