The Kstovo sports complex "Premier League," where students of the children's football school "Neftekhimik" train, has faced a sharp increase in land rent after the district was annexed to Nizhny Novgorod. Now, instead of 40,000 rubles per year for one plot, the institution must pay 1,240,000 rubles. The new rate was communicated to the school's management by the Nizhny Novgorod Committee for the Management of Municipal Property in mid-March.
According to the general director of the ANO "Football Club 'Neftekhimik'" Mikhail Savinov, a notification with the recalculated rent came for one of the plots where the football fields are located. Previously, the rent for each plot was 40,000 rubles per year, but after the change in the status of the territory, the amount increased 30 times — to 1.24 million rubles. Moreover, there are several fields on the complex's territory, so the overall burden on the school's budget will be significantly higher.
The calculation with the new amount was sent by the Nizhny Novgorod Committee for the Management of Municipal Property. Savinov stated that he tried to contact specialists using the phone number provided in the notification. In response, he was told that the agency's task is only to perform the calculation according to the approved methodology, while the sports school's obligation is to pay the amount presented, regardless of its social nature.
Currently, about 250 children of different ages train at the club. The section attracts kids who compete in city and regional tournaments, as well as participate in Russian commercial competitions at their families' expense. Parents pay for training from 1,000 to 1,500 rubles per month, which already includes uniforms and necessary equipment, so the sharp increase in rent may seriously affect the families' finances.
As Savinov noted, all facilities on the complex's territory were built with private funds. According to him, the city did not invest money in creating infrastructure, so the school is forced to rely on its own resources and the help of sponsors. Meanwhile, some students of the "Premier League" have already reached a new level and started developing in professional football.
The Nizhny Novgorod administration explained that after the liquidation of the Kstovo district, the lease agreement with "Neftekhimik" was transferred to the city mayor's office for support. The rent amount was recalculated using a methodology applied in the regional center, with the algorithm developed by the Ministry of Property and Land Relations of the Nizhny Novgorod Region.
