"United Russia" is the only party in the country conducting such a procedure. In 2026, ahead of the September elections to the State Duma of the Russian Federation and the Legislative Assembly of the Nizhny Novgorod region, electronic voting will take place from May 25 to May 31. Among the first to submit an application and a package of documents for participation in the preliminary voting was the chairman of the Legislative Assembly of the Nizhny Novgorod region, Yevgeny Lyulin. "Preliminary voting is a verification of the personal program, goals, and objectives of each candidate for deputy with a unified party vector. Only 'United Russia' has a clear and understandable People's Program for all areas of the country's development. The party's course is the president's course! And this is close to me! I have been working for many years in executive and legislative authorities and know that it is like a daily exam, where you must constantly prove your effectiveness through action. For a deputy, especially the chairman of the Legislative Assembly, it is particularly important to be able to make well-thought-out decisions that guarantee development and open up prospects for further growth. Together with the people of Nizhny Novgorod, the governor, the government, and the heads of districts, much has been accomplished over the past years. But new tasks lie ahead. We need to complete large infrastructure and systemic projects that will ensure a new quality of life and well-being for the residents of Nizhny Novgorod, continue to support industry and agriculture, develop the social sphere, culture, sports, educate the youth, and strengthen our traditional values," he stated. Also among the first candidates to submit documents for participation in the preliminary voting was the chief physician of the city clinical hospital No. 29, Hero of Labor of the Russian Federation Yulia Garevskaya. In 2020, at the height of the coronavirus pandemic, the hospital was repurposed to accept and treat patients with COVID-19. Despite the colossal workload, round-the-clock work in protective suits, and the risk of infection, not a single employee resigned. Yulia Garevskaya herself continued to lead the institution's work even with bilateral pneumonia. For her selflessness and high professionalism demonstrated in the fight against the infection, she was awarded the title of Hero of Labor of the Russian Federation by the decree of the President of Russia. "My work experience in healthcare is nearly 40 years. I know firsthand about the problems in the industry. Much has already been done within the framework of modernizing the primary care sector and improving the quality and accessibility of medical assistance, but much remains to be done. The Nizhny Novgorod region is one of the largest and most advanced regions in Russia, and it should have its representative from the healthcare sector in the State Duma. That is why I am running for election. The governor has called on all concerned residents to submit proposals for the new People's Program of 'United Russia.' We, the medical community, chief physicians, and medical scientists, have such proposals. In addition, if elected, I will address issues in the social sphere as a whole — education, culture, and the problems of ordinary people," emphasized Yulia Garevskaya. Citizens of the Russian Federation over the age of 21, registered in the region, can submit an application to participate in the selection. For participants in the special military operation who take part in the preliminary voting, an additional 25% will be added to the results this year. By May 15, candidates must publish two videos — about themselves and their program. "Currently, the registration phase for candidates for preliminary voting is actively underway. We already see great interest: people understand that this is an effective tool to become candidates from the main political party in the country and have the opportunity to represent the interests of voters in the Legislative Assembly of the Nizhny Novgorod region or the State Duma. After the registration is completed, every resident of the region will be able to participate in the voting and make their choice — who deserves to be on the list of candidates from 'United Russia,'" noted Dmitry Filipenko, head of the regional executive committee of the 'United Russia' party. The organizing committee expects that this year the number of those wishing to compete for the right to become candidates from the party will be comparable to previous electoral cycles, when hundreds of residents of Nizhny Novgorod participated in the procedure. Voter registration for voting will begin on April 20 and will last until May 29. The winners of the preliminary voting will be confirmed as candidates from 'United Russia' in the upcoming elections. The final list will be formed by the party at a conference in June 2026. The rating system allows voters to cast their votes for several candidates at once.
