On March 19, a solemn ceremony for the presentation of state awards took place at the Rukavishnikov Estate in Nizhny Novgorod. The chairman of the committee of the Legislative Assembly of the Nizhny Novgorod Region for Housing and Utilities and Energy, Vladimir Bespalov, and the deputy of the Legislative Assembly of the Nizhny Novgorod Region, head of the regional parliament's apparatus, Maxim Rebrov, were awarded the medal of the Order "For Merit to the Fatherland II class." The awards were presented by the acting first deputy governor of the Nizhny Novgorod Region, Andrey Gneushev. The corresponding decree on the awarding of state honors was signed by President Vladimir Putin in February 2026. Maxim Rebrov and Vladimir Bespalov were awarded the medal of the Order "For Merit to the Fatherland II class" for their active legislative work and many years of conscientious service. In total, 37 residents of Nizhny Novgorod received high state awards that day. "I view this high award not only as personal recognition but as a result of the work of our entire large team of the Legislative Assembly. Such recognition motivates us to work even better because now the responsibility is even greater. Among the awardees are people whose work is a significant contribution to the development not only of the Nizhny Novgorod Region but of the entire country," said deputy of the Legislative Assembly, head of the regional parliament's apparatus Maxim Rebrov. "For each awardee, this medal is a huge vote of confidence. When your work receives such high recognition, it motivates you, pushes you to move forward, and work even harder. It is very valuable to realize that my efforts resonate not only with colleagues and residents of the region, for whom we work, but also at such a high level," shared the chairman of the committee of the Legislative Assembly of the Nizhny Novgorod Region for Housing and Utilities and Energy, Vladimir Bespalov.

Vladimir Bespalov has headed the committee of the Legislative Assembly for Housing and Utilities and Energy since the beginning of the 7th convocation. At his initiative, socially significant laws have been adopted in the Nizhny Novgorod Region: the rights to housing repairs for orphans over 23 years old have been restored, and round-the-clock duty during the heating season has been introduced, simplifying residents' ability to report heating problems.
The deputy personally monitors the quality of repairs of intra-house property, the replacement of elevators, conducts deputy hearings on landscaping, and advocates for changes in regional legislation to make cities and towns cleaner.
Additionally, Vladimir Bespalov is the chairman of the regional public council of the "School of a Competent Consumer" project, which under his leadership has entered the top 10 among regions of Russia.
In his electoral district (Gorodetsky district, Chkalovsk, and Sokolsky), Vladimir Viktorovich holds personal receptions monthly: 94% of appeals have been resolved positively. Since the beginning of the special military operation, he has been actively assisting military personnel and their families.
As the head of the parliament's apparatus, Maxim Rebrov actively implements lean management tools in work processes, managing to unite the team around common tasks. At his initiative, since 2021, every staff member of the apparatus has undergone training and has had the opportunity to individually develop personal competencies. Today, more than 20 lean projects have been implemented in the parliament. The Legislative Assembly of the Nizhny Novgorod Region was the first among regional parliaments in Russia to receive the status of "Federal Level Model" for the implementation of lean management tools.
Under Maxim Rebrov's leadership, inter-parliamentary cooperation between legislative bodies of state power in the Volga Federal District has been significantly strengthened, and new forms of work have been developed and implemented. At the initiative of the deputy, the first forum of structural divisions of parliamentary apparatuses was organized, which later became an annual event.
Also, during his time in the Legislative Assembly, Maxim Rebrov has established systematic cooperation between the regional parliament and Nizhny Novgorod universities. Students and schoolchildren in the region are actively involved in competitions such as "I am a Legislator," "Creativity Against Corruption," and other educational projects.
In the Nizhny Novgorod district, he holds monthly receptions for citizens. 91% of appeals have been resolved positively. Maxim Rebrov is also systematically engaged in supporting military personnel.
In addition, Maxim Rebrov is the chairman of the physical culture and sports club "Parliament," which unites all representatives of legislative authorities in the Nizhny Novgorod Region.
