The business self-check service in the Nizhny Novgorod Region has been updated.

      In the Nizhny Novgorod Region, the business self-check service "Electronic Inspector" has been updated. It allows legal entities and entrepreneurs to anonymously check their activities for compliance with legal requirements.

      For a self-check, a business fills out online questionnaires (scenarios) consisting of a list of questions that reflect the requirements of legislation within the relevant type of oversight (environmental control, energy supervision, land control, checks on the hiring of people with disabilities, and others).

      The composition and sequence of questions change depending on users' answers to previous questions. Thus, when completing a self-check, an entrepreneur sees only the set of requirements that apply to their business within that type of oversight, saving time on searching for and studying all the legislation. This practice helps reduce the overall number of violations (which in some cases, for example in aviation, can be critical for both the organization and citizens) and, accordingly, the number of fines.

      "The 'Electronic Inspector' is in high demand among businesses because it provides an opportunity to promptly check themselves and correct violations before supervisory bodies arrive. In total, 108 self-check scenarios have been created on the service across 47 types of oversight at all levels, seven of them in 2025. The new scenarios relate to supplementary education, advertising and trade. In addition, the service design has been updated and a large informational section has been added, gathering information on regional oversight. The portal contains regulatory acts, typical violations and recommendations, and links to useful portals in the field of control and supervision activities and business," said Yegor Polyakov, Deputy Governor of the Nizhny Novgorod Region.

      If an entrepreneur meets all legal requirements, the system offers them the option to voluntarily issue a declaration of compliance with mandatory requirements. By law they have the right to post the declaration on their website, thereby demonstrating the safety of the business for the public and the environment as a whole.

      "By the beginning of 2026, 370 declarations have been issued and more than 200,000 self-checks completed. We regularly update the service according to the wishes of businesses. At the moment entrepreneurs note the speed, convenience and relevance of the platform, and the quality of the self-check tests. Newcomers note the very format of the self-check, since they essentially use the information in it as a training course," emphasized Denis Ismagilov, Minister of Economic Development and Investment of the Nizhny Novgorod Region.

      The service is primarily intended for self-checks by Nizhny Novgorod companies, but it is also available to organizations from other regions. The average time for a self-check is less than 50 minutes, while an on-site inspection under the law can last up to 10 working days.

      Earlier, in 2019–2024, scenarios were created on the portal for oversight in the areas of transport, food service, veterinary medicine, ecology, compliance with antimonopoly legislation, trade, the consumer sector and pricing, land relations, housing, forestry, migration, internet advertising and others.

      Recall that since 2025 business support activities have been part of the national project "Effective and Competitive Economy," implemented at the direction of Russian President Vladimir Putin.

      In 2022 the project to create the "Electronic Inspector" portal was included in the top 100 best projects for business within the forum "Strong Ideas for a New Time" of the Autonomous Nonprofit Organization "Agency for Strategic Initiatives for Promoting New Projects," and in 2024 it was included in the database of best practices of the "Smartek" service.
