The Duma will consider transferring Kstovo agencies to the jurisdiction of Nizhny Novgorod.

      At the next meeting of the Nizhny Novgorod Duma, which will be held on January 14, deputies will consider the transfer of the assets and functions of a number of municipal organizations, previously subordinate to the Kstovo district, to city administration.

      The corresponding draft decision has been posted on the municipal parliament’s website. If approved, four Kstovo institutions will officially come under the management of the Nizhny Novgorod administration.

      The list of entities to be transferred includes the local administration, the Department of Education, as well as the Departments of Agriculture and Territorial Development.

      According to the explanatory materials, the reorganization process in the form of the merger of one legal entity into another began on October 7, 2025. At the same time, the draft decision does not require undergoing a regulatory impact assessment.

      Recall that after the merger of Kstovo district with Nizhny Novgorod, Ivan Ulanov became the head of the new administrative unit.

      It was also reported that Nizhny Novgorod’s budget was increased after the merger with Kstovo.
