In Nizhny Novgorod, preparations are underway to introduce fines for street performers who give performances without prior approval from the city administration. This was reported at a meeting of the city Duma's commission on economics.
The city is currently developing a regulatory and legal framework that will allow administrative measures to be applied to musicians who violate the established order. It is envisaged that compliance with the rules will be monitored using surveillance cameras and digital analytical systems.
Recall that regulation of street performers in Nizhny Novgorod began in 2023. In the autumn of 2024, an electronic system for booking performance spots was launched. The online platform, based on the Gosuslugi portal, allowed artists to select a time and venue in advance from 20 popular city locations.
Under the current rules, a single spot can be booked for a maximum of two hours. In addition, performances on the same street are permitted no more than twice a week. These restrictions were introduced to evenly distribute creative activity and increase the variety of street performances across different parts of the city.
In 2025 the booking system operated in test mode. From the beginning of next year, it is planned to tighten control and introduce administrative liability for violating the order.
Earlier it was reported that the "Rock of Pure Water" festival (16+) ceased to exist due to lack of funding.
