A few more websites will be available to Nizhny Novgorod residents during an internet shutdown.
15 November 2025 14:22 Society — The Ministry of Digital Development of Russia has expanded the list of digital platforms that remain accessible in the event of mobile internet restrictions. The updated list was published on the ministry’s official Telegram channel.
In the second stage, the so‑called "white list" has been expanded to include the websites of federal ministries, the State Duma, the Office of the Prosecutor General, regional governments, as well as state information systems.
In addition, access will be ensured to the services of Russian Post, Chestny Znak, Alfa‑Bank, the 2GIS navigator, the Maxim taxi service, the Gismeteo website with weather forecasts, as well as Russian Railways and the travel portal Tutu.ru.
Media outlets included in the list are Komsomolskaya Pravda, RIA Novosti, RBC, Gazeta.ru, Lenta.ru and Rambler.
Mobile network operators have already configured their networks to ensure stable access to these resources even during restrictions.
The ministry reminded that the first stage of including resources in the "white list" covered social networks, the Max messenger, marketplaces, video services, online supermarkets, telecom operators’ personal accounts, as well as Gosuslugi, the remote voting platform and the websites of the president and the government of the Russian Federation.
The formation of the list continues. It includes the most in‑demand resources based on proposals from federal and regional authorities.
It was previously reported that the Nizhny Novgorod fare payment system is to be added to the "white list."
