      At the first meeting of this convocation of the Committee on Construction, Architecture and Land Use, chaired by Yuri Shakhunts, one of the important issues was the development of Dzerzhinsk’s Trade Square.

      Denis Elizarov, Director of the Department of Urban Planning Activities, Construction and Protection of Cultural Heritage Sites of the city administration, reported that the construction of three new retail facilities has begun on the plot of the Central Department Store. According to the administration, the construction shows all the signs of violating fire safety regulations.

      As Denis Elizarov noted, the city’s chief architect did not approve this project, information about its consideration by the Architectural Council of the Nizhny Novgorod Region is absent on the website of the Ministry of Urban Development Activities and Agglomeration Development of the Nizhny Novgorod Region, and the parameters of the object submitted for approval of the architectural and urban appearance (AUA) do not correspond to the parameters of the objects under construction specified in the building permit.

      "The new development finally overloads the square, which should be an open space. This is wrong. Several working meetings on this topic have already been held, and the administration has turned to us so that, through joint efforts, we can stop the development. The building permit was issued by the relevant ministry of the Nizhny Novgorod Region. This situation again brings us back to the question of the distribution of powers in the urban planning sphere and land use between the city and the region," commented Committee Chairman Yuri Shakhunts.

      Committee deputies decided to initiate appeals by the City Duma to the Governor and the Legislative Assembly of the Nizhny Novgorod Region. In addition, the city administration was recommended to request the construction project documentation from the relevant ministry for thorough examination. They also recommended amending local urban planning design regulations to include a density coefficient for development of public and commercial zones.
