      On October 20, 2025, the first meeting of the City Duma’s standing committee on local self-government, chaired by Olga Balakina, was held in the Nizhny Novgorod City Duma. The event was attended by City Duma Chairman Evgeny Chintsov.

      The main part of the agenda was devoted to the activities of City Duma deputies. Issues were considered regarding the adjustment of the list of specially designated places for deputies’ meetings with voters and the procedure for providing premises for these purposes. Commission members also discussed updating the provisions on the commission for monitoring compliance by persons holding municipal positions with the requirements of anti-corruption legislation and on their submission of information about income and expenses.

      The deputies paid attention to ensuring the openness and publicity of the representative body, clarifying requirements for the technological, software and linguistic tools for using the City Duma’s official website. In addition, during the meeting the deputies, after discussion, approved candidates for appointment to the post of deputy chairman of the Nizhny Novgorod Control and Accounts Chamber and to the positions of four auditors of the Control and Accounts Chamber.

      The deputies recommended that decisions on the substantive issues considered be adopted at the regular session of the City Duma on October 22, 2025.

      “In my experience, the committee on local self-government convenes extraordinary meetings more often than other committees, because of the need for prompt consideration of draft municipal legal acts.
