Deputies of the ZSNO conducted the "zero reading" of the draft regional budget for 2026.

      On October 14, a meeting was held between deputies of the Legislative Assembly of the Nizhny Novgorod Region (ZsNO), the governor and members of the regional government on the topic "On the forecast of socio-economic development of the Nizhny Novgorod Region and on the main approaches to forming the regional budget for 2026 and for the planned period of 2027 and 2028" — the "zero reading."

      The event was attended by Chairman of the Legislative Assembly Evgeny Lyulin and Governor of the Nizhny Novgorod Region Gleb Nikitin.

      The "zero reading" of the budget is held annually before the official submission of the regional budget draft for the upcoming financial year to the regional parliament. Such meetings make it possible to comprehensively discuss systemic problems, highlight important and topical issues that require special attention. "We introduced this format in Russia about 20 years ago for the first time, and it has proven effective. It is an important platform for dialogue between deputies and the government on the key tasks and priorities of the budget for the upcoming period," noted the speaker of the regional parliament.

      As reported by the Minister of Finance of the Nizhny Novgorod Region Olga Sulima, the main parameters of the regional budget for 2026 (excluding targeted federal funds) are forecast at revenues of 294.9 billion rubles and expenditures of 316.8 billion rubles. The budget is formed with a deficit.

      "Our priorities remain the same: fulfilling social obligations, supporting demographics, families with children and participants in the special military operation, and implementing national projects. We are increasing funding for the so‑called 'children's' budget, including the demographic program 'Osnova', by more than 40 percent — from 19.5 to 27.9 billion rubles. In terms of large-scale projects, we will focus on implementing those already started: construction of an IT campus, metro stations, a parallel roadway for Gagarin Avenue, and the modernization of public transport. Some expenditures will be moved 'to the right', to 2027–2028. If the economic situation allows — we will return to them earlier. For now we expect a reduction in GRP by 1 percent with the preservation of the current credit and monetary policy of the relevant authorities, and a small growth of 2 percent if it eases. We very much hope that monetary policy will allow us to return to long-term economic growth, which is the key to improving people’s well-being and the budget parameters," emphasized Governor Gleb Nikitin.

      "The coming year will not be easy. The Central Bank's tight monetary policy has 'frozen' consumer demand. This is hurting Nizhny Novgorod's automotive industry, metallurgy, chemicals and construction. At the same time, sectors such as IT, oil refining and science are growing. Corporate profit tax receipts are decreasing, but citizens' incomes are increasing, and the budget is receiving additional revenues from personal income tax. When planning the budget, we need to clearly set priorities, focusing primarily not on new plans but on preserving and bringing to completion the projects already launched. Next year we need to finish what has been started, giving preference to projects with federal co-financing. Modernization of electric transport, construction of metro stations and an IT campus in Nizhny Novgorod will continue. It is necessary to use every ruble attracted from the federal center as efficiently as possible. Our unconditional priority is fulfilling all social obligations to citizens; this concerns all categories — large families and families with children, participants in the special military operation. This applies to both federal and regional support measures. In the current situation it is extremely important not only to spend funds wisely but also to find reserves to increase the revenue side of the budget," stressed Chairman of the Legislative Assembly of the Nizhny Novgorod Region Evgeny Lyulin.

      In the medium term, a number of changes in federal tax legislation in the Russian Federation, which will come into effect on January 1, 2026, will affect the volume of budget revenues. Among them are an increase in excise rates on alcoholic products by 3.3–4.4%, and on Class 5 automotive gasoline, diesel fuel and motor oils — by 4.0%. It is expected that this will bring an additional 1.5 billion rubles to the regional budget.

      Deputies of the Legislative Assembly asked questions and made proposals. Topics were raised concerning comprehensive territorial development, optimization of budget expenditures and the search for additional reserves and revenue sources.

      "Participants in the 'zero reading' engaged in discussion and raised the most important issues. Together we must ensure that the budget for 2026 and the planned period of 2027 and 2028 is balanced. This is a shared responsibility of deputies and the regional government," concluded Evgeny Lyulin.
