      Governor of the Nizhny Novgorod Region Gleb Nikitin, who heads the State Council of Russia’s commission on “Environmental Well‑being,” held another meeting. Representatives of federal and regional agencies took part, including Deputy General Director of PPK “REO” Aleksey Makrushin, Deputy Head of the Federal Antimonopoly Service of Russia Vitaly Korolev, heads of specialized organizations and experts.

      The main focus was on discussing problems related to tariff regulation in the housing and communal services (HCS) sector and the handling of municipal solid waste (MSW). According to Gleb Nikitin, the uninterrupted operation of communal infrastructure is the responsibility of regional authorities, including the construction, reconstruction and commissioning of large facilities. The commission proposed moving issues of tariff regulation to the level of the constituent entities of the Russian Federation in order to ensure more substantiated and balanced decisions.

      “This is due to the fact that, overall, the activities of regional operators for MSW handling are regulated at the regional level. There are regions where a single regional operator covers the entire territory, and then a huge number of municipalities must agree on certain changes. From our point of view, all approvals when implementing large investment projects, including on tariff regulation, should take place at the regional level,” Gleb Nikitin said.

      The Federal Antimonopoly Service expressed readiness to discuss this issue and intends to study the experience of regions where difficulties have arisen in this area.

      Elena Dovlatova, a representative of the Russian Association for Water Supply and Wastewater Disposal, outlined a number of problems faced by water utilities. Some of them have already been raised earlier and received the commission’s support, but have not yet been reflected in regulatory documents. Others require further elaboration.

      Recall that, from 2025, by order of President Vladimir Putin, the national project “Environmental Well‑being” will come into effect in Russia. It will continue the implementation of tasks previously set out in the national project “Ecology.” The new project is aimed at improving the state of the environment and enhancing citizens’ quality of life. Measures are envisaged to create infrastructure for waste sorting and recycling, eliminate landfills, clean water bodies, preserve forests, reduce emissions into the atmosphere, develop eco‑tourism and protect rare animal species.

      The national project’s structure includes six federal projects: “General Clean‑up,” “Water of Russia,” “Preservation of Biodiversity and Development of Ecological Tourism,” “Forest Conservation,” “Circular Economy,” and “Clean Air.”
