Lyulin: the experience of the digital transformation of the Nizhny Novgorod parliament will be used in other regions of the Russian Federation

      In Nizhny Novgorod, as part of the VII Interregional Conference "Infoforum-Povolzhye," a thematic session titled "Digital Transformation and Information Security in Legislative Bodies of Government" was held for the first time. The event brought together more than 40 representatives of legislative assemblies from across the country, as well as leading federal experts. Speaker of the regional parliament Yevgeny Lyulin emphasized that information protection is a matter of national security, state resilience and citizens' trust.

      The discussion was moderated by Maxim Rebrov, a deputy of the Legislative Assembly of Nizhny Novgorod Oblast and head of the parliament's administration. He noted that Nizhny Novgorod Oblast has historically been one of the key platforms for discussing IT and security issues, reminding that the first forum of this scale was held here as early as 2007.

      "It is a great honor for us to host such a distinguished gathering of experts on Nizhny Novgorod soil. Today's session clearly showed that we are moving in the right direction and are ready to share our work, setting a high bar for the development of the legislative branch's digital ecosystem as a whole," said Maxim Rebrov.

      During the session participants discussed a wide range of issues. Reports were presented on the digitalization of the parliaments of Perm Krai, the Yamalo-Nenets Autonomous Okrug, Ulyanovsk and Moscow oblasts. The experience of the Legislative Assembly of Nizhny Novgorod Oblast in implementing modern technologies and a comprehensive approach to information security attracted particular interest. Experts also examined the possibilities of artificial intelligence in lawmaking and in handling citizens' appeals, as well as requirements for protecting state information systems.

      "The organization of the forum and the level of the discussion are impressive. It is very valuable that a separate section for lawmakers was included in the program — a rare opportunity for substantive conversations with colleagues. We not only adopted interesting experiences, for example from Ulyanovsk and Nizhny Novgorod parliamentarians, but also immediately outlined points for implementing specific solutions in our republic. I express my sincere gratitude to the organizers for such a useful platform," shared Sergey Smyshlyaev, head of the administration of the State Assembly of the Republic of Mari El.

      That day a cultural program was also organized for session participants. They visited the recently opened IT Campus "Neimark" — a modern venue for the development of digital technologies. In addition, guests were introduced to the work of the Nizhny Novgorod parliament: they were given a tour of the museum and shown the Legislative Assembly's meeting hall.
