
ZSNO won the All‑Russian Digital Security Competition.

The 7th Interregional Conference "Infoforum-Povolzhye" was held in Nizhny Novgorod, during which the award ceremony for the winners of the All-Russian competition "Regional Information Security Cup" took place.
One of the laureates was the digital transformation project of the Legislative Assembly of Nizhny Novgorod Oblast, recognized as the best in the "This Is a Breakthrough" category for implementing advanced solutions in information security and digital technologies.
Since 2022, comprehensive digitalization has been underway in the regional parliament. During this time a unified digital ecosystem has been created, including a corporate portal for deputies and staff, a modernized meeting hall with a new hardware-software complex, and electronic document management systems have been implemented.
Special attention has been paid to the development of the unique automated platform "Zakonoproekt," which has no analogues in the country. The initiative was a response to the lack of standard solutions for legislative activity at the federal level. After conducting a comprehensive analysis, the Nizhny Novgorod parliament's team created an effective and secure tool that has already been registered in the domestic software registry.
The system's key modules — management of initiatives and meetings — are already operational. By September 2026, full integration of the platform with the "smart" meeting hall and electronic document management is planned, which will create an integrated digital space for legislative work.
The project is accompanied by the implementation of a multi-level information protection system. The official website of the Legislative Assembly is protected from cyber threats and ensures availability for more than 99.5% of the time. Employees receive annual cybersecurity training, and in 2024 new tools were implemented — a vulnerability detection system and network traffic analysis technology to identify stealthy attacks.
In 2025, the deployment of a new-generation firewall is planned, which will strengthen the protection of the internal IT infrastructure against external intrusions.
"This victory is recognition of the changes we are consistently implementing in the Legislative Assembly. The digital transformation project is a step toward a modern, secure and open parliamentary environment convenient both for deputies and for citizens. I am confident our experience will be useful for other regions of the country," said Evgeny Lyulin, Chairman of the Legislative Assembly of Nizhny Novgorod Oblast.
According to him, the project's implementation is already increasing the efficiency and transparency of the parliament's work today, as well as providing a high level of data protection. Further plans include creating a reference model of the "parliament of the future" that can be used in other constituent entities of the Russian Federation.
Earlier, Evgeny Lyulin became the first speaker in the Volga Federal District to open a personal channel on the Russian messenger MAX.
