Two more companies have become residents of the Kulibin SEZ in Dzerzhinsk.

The companies "Sintogen" and "Atommashdetal" have become residents of the Kulibin special economic zone (SEZ). They were presented with certificates confirming the granting of the relevant status, the regional government reported.
Vadim Zhogan, Deputy General Director of the Regional Development Corporation for Capital Construction, said that key engineering infrastructure is being completed on the SEZ’s state site: gas and power supply networks, roads, sidewalks and parking lots. Work is also underway on water supply and the creation of access control checkpoints. Infrastructure readiness exceeds 50%; construction is planned to be completed in 2026. In addition, turnkey industrial buildings are being constructed for investors — they only need to purchase equipment and start production. The first phase of such facilities is expected to be handed over by the end of this year.
To date, 41 residents are registered in the SEZ with a confirmed investment volume of about 109 billion rubles. Overall, the expert council has approved 45 projects with a total investment volume of about 144 billion rubles.
Recall that the special economic zone was established in May 2020. It comprises a state site (more than 400 hectares) and private territories of enterprises. SEZ residents benefit from tax incentives: the profit tax rate is 2% for the first five years, 5% for the next five years and 14.5% thereafter. Zero rates are also provided for property, land and transport taxes. The incentives take effect from the moment the first profit is received.
Since 2025, the "Increasing Investment Activity" project has been included in the national project "Efficient and Competitive Economy." Its goal is to create clear conditions for business, reduce risks for investors and provide systemic support for the growth of investment in the gross regional product.
Earlier, it was reported that three more production facilities with a total investment of 27 billion rubles are planned to be launched in "Kulibin."
