
Nizhny Novgorod authorities have determined the budget policy for the next three years.

A meeting of the Committee on Budget and Taxes of the Legislative Assembly of the Nizhny Novgorod Region was held, during which deputies discussed the key guidelines of the region’s financial and tax policy for 2026 and for the planned period of 2027–2028.
According to the Chairman of the Legislative Assembly, Evgeny Lyulin, work on the draft regional budget for the upcoming three-year period is entering its final stage. He noted that the next step will be consideration of the forecast for the region’s socio-economic development, which is traditionally taken into account when forming the main financial document.
Changes to federal tax legislation that will affect the revenue side of the budget will come into force on January 1, 2026. In particular, excise duties are planned to be increased: on alcoholic products — by 3.3–4.4%, and on fifth-class gasoline, diesel fuel and motor oils — by 4%. These measures are expected to bring the region about 1.5 billion rubles in additional revenues.
In addition, the region will introduce a coefficient of 3.45 for calculating the fixed advance payment of personal income tax for foreign citizens. This will allow consolidated budget revenues to increase by a further 450 million rubles.
Alexander Sharonov, who heads the relevant committee of the Legislative Assembly, emphasized that certain directions of budgetary and tax policy set the basic principles on which financial planning is built. The main one remains the principle of balance, under which all obligations to the population and institutions must be backed by real sources of income.
The chairman of the budget committee also noted that even in the event of possible crises the region will fulfill all public obligations. At the same time, the pace of implementation of investment programs may be adjusted, but social guarantees will remain a priority.
As for public debt management, the Nizhny Novgorod Region adheres to a more restrained policy than federal legislation allows. While the Budget Code permits a debt level of up to 100% of revenue, the region independently limits it to 75%, which, according to Sharonov, provides additional financial stability.
