More than 60 airports and dozens of airlines, including foreign ones, are already using Russian software created within the framework of industrial centers of competence (ICCs). These IT solutions were included in the list of priority projects of the first wave and replaced foreign systems, ensuring the operation of airports and carriers. Key developments include a centralized check-in desk management system and a baggage search service. The projects are overseen by Deputy Prime Minister of the Russian Federation Dmitry Grigorenko.
ICCs bring together leading companies and developers to migrate critically important industries to domestic software. Aviation is one of the priority areas where technological independence and security are required to prevent disruptions and data leaks, the government apparatus notes.
"Our task is to ensure import substitution in strategically important sectors. For airlines and airports this work is especially important, as it directly affects the safety of citizens and technological resilience," emphasized Dmitry Grigorenko. According to him, ICC solutions are already used in more than 60 airports and by over 50 airlines.
Among 81 completed projects of the first wave are several developments for aviation. For Sheremetyevo International Airport the "BAGS Poisk" service was created — a platform for registering and searching luggage that consolidates data from airports and carriers across the country. It speeds up the handling of lost-luggage incidents and operates around the clock. More than 400,000 passengers have found their belongings with its help; the system has been implemented in 62 airports and 14 airlines, including four foreign ones from CIS countries.
Another important solution is the "CUTE" complex for managing check-in desks and boarding gates. It replaced the SITA system, from which Russian companies disconnected in 2022. More than 28 million passengers have been processed using this software. "CUTE" has been deployed in 23 Russian and one foreign airport.
An aviation service platform (IS ASP) was developed for Aeroflot, providing secure exchange of aviation messages within Russia and beyond, as well as their storage and retrieval. The system is connected to 63 Russian and 6 foreign airports and to more than 50 carriers, including 33 foreign ones.
At Chkalov Airport in Nizhny Novgorod, the "ARCute," "Bags Poisk" and "Bags ID" systems have been installed. All of them were developed by JSC Aviakod — a subsidiary of the Airports of the Regions management company. Chkalov Airport was the first in Russia to receive the latest self-service passenger system BAGS ID ("BAGS Poisk"), which allows passengers to check in for flights and check baggage independently.
Overall, about 200 large ICC projects are being implemented across the country. Most of the initiatives of the first wave are planned to be completed by the end of 2026. In spring 2025 the second wave began — 49 new projects, 17 of which received grants totaling 3.2 billion rubles; completion is planned for 2027.
Earlier it was reported that a passenger self-service system was launched at Nizhny Novgorod Airport.
