A draft law is being prepared in the State Duma that would allow vehicles carrying people with disabilities, as well as motorcycles and mopeds, to use lanes reserved for public transport. However, independent auto expert Dmitry Popov believes this measure is excessive and may create more problems than it solves.
Popov told TV channel "360" that in large cities such as Moscow, St. Petersburg and Sevastopol, local authorities already have the power to set rules for the use of dedicated lanes, but local implementations of such initiatives have not been successful.
Urban public transport follows a strictly established route, and dedicated lanes are designed with that route in mind. The auto expert notes that public transport moves in a "stop-and-go" mode, stopping at stops and resuming movement after a certain period of time.
If vehicles with a different style of movement are allowed onto the dedicated lane, this could lead to traffic jams and accidents, because they will constantly come up against them or start merging into adjacent lanes. Thus, permitting the use of dedicated lanes by vehicles with a different mode of movement could provoke unwarranted maneuvering and create additional risks on the road.
Moreover, the expert points out that allowing motorcyclists to use dedicated lanes will not bring significant improvements, since they already have the ability to move freely between lanes.
