The First Cassation Court of General Jurisdiction upheld the decisions of the lower courts in the case concerning the recovery into the state treasury of more than 1 billion rubles obtained through corruption by the former head of Nizhny Novgorod, Oleg Sorokin. The court's press service reports this.
According to the case materials, from 2010 to 2015 Sorokin, while holding the post of city head, continued to control construction companies in violation of the law, re-registering shares to his wife Elada Nagornaya and other trusted persons. At the same time, actual management of the organizations remained with him.
The companies formally owned by Nagornaya and affiliated persons carried out a number of major projects in the region during that period, including the residential complexes "Tsvety" and "Aquamarin", as well as the "Zhar-Ptitsa" shopping center. Sorokin legalized the proceeds from the sale of real estate by investing them in the charter capital of LLC SZ "Start-Stroy", 60% of which belonged to his wife.
In 2019 Sorokin was found guilty of a number of crimes, including abuse of office and accepting bribes. He is serving a 10-year prison sentence.
In 2023 Elada Nagornaya, who was a member of LLC SZ "Start-Stroy", filed an application to withdraw from the company. Thus she intended to receive payment of the fair value of her 60% share.
However, the prosecutor of the Nizhegorodsky district noted that the indicated share was formed from funds obtained as a result of corrupt actions, and demanded that Nagornaya's claim to payment be declared invalid. In this regard, a lawsuit was filed seeking to transfer to the revenues of the Russian Federation the right to receive more than 1,039,000,000 rubles and to oblige LLC SZ "Start-Stroy" to remit that sum to the budget.
The court of first instance upheld the prosecutor's position, indicating that the company was used for illegal enrichment, and therefore Nagornaya cannot claim the payment. The duty to transfer the funds to the budget was imposed on LLC SZ "Start-Stroy".
The appellate court left the decision unchanged, and on 20 August 2025 the cassation court finally confirmed the legality of the recovery.
Earlier it was reported that the court had recovered 1.5 billion rubles from the former mayor of Nizhny Novgorod, Oleg Sorokin.
