A ban on street begging may be implemented in the Nizhny Novgorod region. This was announced by Evgeny Lyulin, Chairman of the Legislative Assembly of the Nizhny Novgorod region.
Evgeny Lyulin recalled how kids in costume giant mascot outfits would accost passersby on Bolshaya Pokrovskaya Street, forcing them to take photos and then demanding money for their services. Law enforcement officers were unable to resolve the situation because no violation was recorded. However, today, the State Duma Committee on Public Authority Matters recommended that the parliament adopt amendments to the Regional Administrative Code (KoAP).
The amendments were proposed by deputies from the Arzamas Duma. This is related to Arzamas becoming a tourist city in the Nizhny Novgorod region. As a result, numerous beggars offering photography services or simply soliciting money have appeared in areas crowded with tourists. The law banning harassment of residents in public places has already been introduced in Moscow, Kostroma, Yaroslavl, and Leningrad regions. These issues will be discussed at the meeting on July 31.
