Кстовский городской суд Нижегородской области признал ООО «Бетонный завод «Вектор» виновным в административном нарушении, связанном с несоблюдением норм охраны окружающей среды при обращении с отходами производства и потребления. Суд приостановил деятельность завода на одном из земельных участков на срок 45 суток. Основанием для этого стали результаты внеплановой проверки, проведенной инспекторами Межрегионального управления Росприроднадзора по Нижегородской области и Республике Мордовия. В ходе проверки было установлено, что завод не соблюдает экологические требования и не создает безопасные условия для временного накопления отходов. При осмотре территории на набережной Гребного канала было обнаружено захламление площадки загрязненными строительными отходами. Кроме того, в зоне охраны реки Волги был найден участок, где в нарушение Земельного кодекса России плодородный слой почвы был засыпан отходами (остатками бетона с песком). Также были выявлены признаки сокрытия правонарушения, проявившиеся в накоплении отходов на незачищенной площадке, что завод пытался скрыть, засыпав их песком. Факты захоронения отходов были подтверждены бурением и видеосъемкой. Суд, рассмотрев дело, отклонил все аргументы ООО «Бетонный завод «Вектор» о своей невиновности. Нарушение на земельном участке в зоне охраны Волги создает угрозу вреда жизни и здоровью людей, а также окружающей среде, что может повредить водным объектам. Учитывая все обстоятельства, суд счел необходимым применить административное приостановление деятельности завода в данном районе, так как иные меры не обеспечат нужного эффекта. Специалисты Росприроднадзора проводят расчет ущерба, причиненного почве. Также продолжаются проверки других юридических лиц, занимающихся хозяйственной деятельностью в районе набережной Гребного канала.
