Two clusters of the Innovation and Technology Center will be built in Nizhny Novgorod.

      In Nizhny Novgorod, agreements have been signed for the construction of two clusters of the innovative scientific and technological center (ISTC) "Quantum Valley." The AVA Group holding will be responsible for the construction of the "Sakharov" and "Business" clusters, located on the streets of the same name. The cluster represents a complex of facilities with laboratories, scientific-production and office spaces, as well as accompanying infrastructure for the operation of resident companies. As noted by the Deputy Governor of the Nizhny Novgorod Region, Yegor Polyakov, 57 companies are already involved in the project with initiatives totaling 33 billion rubles. He called the involvement of a large holding in the construction of the two clusters an important step in the project's implementation. The initiative aligns with the objectives of the national project "Effective and Competitive Economy," implemented at the direction of Russian President Vladimir Putin. Deputy Chairman of the Government of the Nizhny Novgorod Region, Arthur Baturinsky, reported that the total area of the "Business" and "Sakharov" clusters will be 4.56 hectares, and construction will proceed in phases. The commissioning of the facilities is planned to be completed by 2030. The land plots have been provided to AVA Group for sublease by the managing company of the ISTC, represented by the Corporation for Development of the Nizhny Novgorod Region. Igor Ishchenko, General Director of the Corporation for Development of the Nizhny Novgorod Region, clarified that the clusters will include administrative-office buildings, scientific-production and laboratory facilities. After the construction is completed, residents will be able to purchase or lease spaces to implement their projects. Konstantin Nikonorov, Director of Infrastructure Projects at AVA Group, noted that the project aims to create modern infrastructure for high-tech production and scientific research. In total, the ISTC project includes five clusters: "Vysotsky," "Akimov," "Business," "Sakharov," and "Dzerzhinsk." The "Sakharov" cluster consists of two plots, with one of them being developed by AVA. Sublease agreements have been signed for the "Vysotsky" and "Akimov" sites, and design work is underway. The "Dzerzhinsk" cluster is being considered for the implementation of scientific projects in the chemical industry, and an investor is being sought. ISTC residents are exempt from paying profit tax, property tax, and VAT for up to 10 years, and they pay insurance contributions at a reduced rate. Companies implementing scientific and technological projects in five areas, including advanced digital technologies, innovative production and materials, intelligent transport systems, high-tech medicine, and environmental solutions, can obtain resident status.

      The Nizhny Novgorod Region has ranked second in the National Rating of the Investment Climate for the third consecutive year, compiled by the Agency for Strategic Initiatives.
