From September 1, the rules for selling tours will change: how this will affect travelers
On July 13, 2026, at 20:00 Society From September 1, new rules for selling tours in Russia will come into effect. These changes are aimed at increasing transparency and informing travelers. Tour operators and travel agents will be required to provide clients with more detailed information about potential risks, entry rules for the country, as well as cultural and traditional features of the places visited. The new rules will affect all participants in the tourism market: tour operators, travel agents, and sub-agents. However, according to Arthur Muradyan, vice president of the Association of Tour Operators, these innovations are unlikely to significantly change the current situation in the industry. In a comment to 360.ru, he noted that most of the requirements are already included in existing rules and legislation. At the same time, there is a really important point - the upcoming integration of the GIS "Electronic Voucher" with the "Gosuslugi" portal. This will allow tourists to receive information about their tours through a single interface. But, according to Muradyan, at this moment the service is in the process of refinement and is not yet ready for full integration with government services. Georgy Mokhov, vice president of the Russian Union of Tourism Industry, agreed with Muradyan, noting that the new rules are merely a reissue of the existing ones, prompted by the expiration of the previous decree. Thus, although the new rules are aimed at increasing informational transparency in the tourism sector, experts believe that their impact on the market will be minimal. Most changes are already accounted for in existing contracts and procedures, and the new requirements do not require significant additional efforts from tour operators.
