In the Kstovo district, police intercepted illegal drug trafficking as a result of a car chase.
On July 3, 2026, employees of the drug trafficking control department, together with traffic police inspectors from the Kstovo police department of the Ministry of Internal Affairs of Russia, attempted to stop an Opel Insignia vehicle while processing received operational information. The driver of the foreign car ignored the lawful demand of the police to stop the vehicle and attempted to flee. The police organized a pursuit of the offender, during which an additional traffic police unit and a Rosgvardiya crew joined. On Zelenaya Street, the traffic police officers turned their vehicle, blocking the foreign car's further movement. As a result, both vehicles sustained mechanical damage, but there were no injuries. In addition to the driver, there were three passengers in the stopped vehicle. During the inspection activities, one of them—a 33-year-old man with no prior criminal record—was found with a package containing a powdery substance. The conducted analysis established that the seized substance was the narcotic mephedrone, weighing 1.905 grams. It was determined that the driver of the vehicle was a 32-year-old local resident. The results of the medical examination showed that he was sober at the time of driving. The traffic police inspectors compiled six administrative materials against the offender:
- under part 2 of article 12.25 of the Administrative Offenses Code of the Russian Federation (failure to comply with a lawful demand of a police officer to stop a vehicle);
- part 1 of article 12.15 of the Administrative Offenses Code of the Russian Federation (violation of the rules for the placement of a vehicle on the roadway);
- article 12.6 of the Administrative Offenses Code of the Russian Federation (violation of the rules for using seat belts);
- part 1 of article 12.23 of the Administrative Offenses Code of the Russian Federation (violation of the rules for transporting people);
- part 1 of article 12.14 of the Administrative Offenses Code of the Russian Federation (failure to signal before maneuvering);
- part 2 of article 12.3 of the Administrative Offenses Code of the Russian Federation (driving a vehicle without the necessary documents as required by traffic rules).
A criminal case has been initiated by the investigative department of the Kstovo police department against the passenger found with drugs, on the grounds of a crime under part 2 of article 228 of the Criminal Code of the Russian Federation (illegal acquisition and storage of narcotic substances in large quantities). According to the law, the maximum penalty for this crime is imprisonment for up to 10 years. Currently, the suspect has been placed under a travel restriction and proper behavior requirement. Law enforcement agencies are conducting further investigative actions and operational measures aimed at establishing all circumstances of the incident.
