This was reported by the director of the Nizhny Novgorod Center for Independent Expertise, Tatyana Romantseva. According to her, today residents of the region are more often thinking about improving their existing living conditions than about buying an apartment in a new building. One of the key reasons remains a cautious attitude towards mortgages. As the expert explained, there are quite a few "layoffs" in the labor market, which increases the concerns of potential borrowers. People understand that in the event of job loss, they may face difficulties in repaying the loan. Those who are only considering the possibility of obtaining a mortgage are also not ready to take risks given their financial capabilities. Tatyana Romantseva reminded that the cost of new buildings in the region, as well as in the country as a whole, is growing annually. This is influenced not only by the rising prices of construction materials but also by the high cost of land plots, which are purchased at auctions. Additional burdens on developers are created by obligations to provide social infrastructure. New residential complexes must be equipped with kindergartens and schools. Thus, when constructing two large buildings, it is possible to place an integrated kindergarten for about 80 children. However, the situation with school construction is more complicated: existing plots often do not allow for the placement of a full-fledged educational institution for 800 students. Furthermore, the process of entering the construction site takes from one and a half to three years. It is necessary to develop a project and coordinate the documentation. Even if the plot is provided within the framework of comprehensive territorial development (CTD), about a year is spent on preparing the planning and land surveying project. To participate in the CTD program, the developer must submit documents to the regional headquarters, and, according to the expert, not all companies manage to get into the program on the first attempt. Speaking about market dynamics last year, Tatyana Romantseva noted that in the first half of the year, the number of transactions was low. However, at the end of the year, demand significantly increased: in November-December, against the backdrop of tightening conditions for family mortgages from February 1, 2026, residents of the region purchased more new housing than in all previous months of 2025.
