      Starting from September 1 of this year, updated rules in the field of housing and communal services (HCS) will come into effect for citizens of the Nizhny Novgorod region, as well as for the entire country, regarding the acceptance of current repairs and the maintenance of common property in apartment buildings, as reported by "kp.ru".

      A key change will be the introduction of a unified regulation for the documentation of completed services. The Ministry of Construction will establish a specific list of individuals authorized to accept work, time frames for conducting these procedures, as well as a list of mandatory documentation. "This approach will make the work of management companies clearer for owners and allow residents to more easily control the quality of services provided and understand what they are paying for each month," says the deputy. The innovations will also affect the activities of apartment building councils. From now on, protocols for electing the council's composition must be certified not only by the participants of the general meeting but also by the directly elected representatives of the residents. In addition, owners will have the opportunity to empower the council chairperson to act on housing management issues together with the other council members, rather than unilaterally. "This will allow for more effective resolution of housing maintenance issues and make the management system more open and transparent," says the parliamentarian. Let us remind you that on May 15, 2026, Governor Gleb Nikitin submitted a bill for the legalization of guest houses in the Nizhny Novgorod region. The pilot project aimed at bringing this sector out of the gray zone involves registering real estate in a unified registry and bringing their safety up to hotel standards.
