This was reported by the human rights commissioner in the region, Oksana Kislytsina, on her page on VKontakte. The woman moved to the region in 2023 to be with her husband and daughters and received a residence permit. Later, the Pskov customs charged her over 400,000 rubles in fees for importing a 2007 car, which by that time had already been sold for 70,000 rubles. At the same time, she did not receive any notifications about the debt. "According to the agreement between Latvia and Russia, resettlers can import one car duty-free, but the embassy did not clarify that the car number needs to be entered in the resettler's certificate," noted Kislytsina. However, the embassy did not explain to the applicant that the car number needed to be specified in the resettler's certificate. Due to this mistake, customs refused to let her through, and the Ministry of Internal Affairs annulled her residence permit. After the woman learned about the debt, she paid the charged amount. Nevertheless, the decision to annul the residence permit remained in force. The commissioner’s office prepared a legal position and supported the lawsuit in court. The district court canceled the annulment of the residence permit, and the regional court upheld this decision. As a result, the pensioner was able to stay in the Nizhny Novgorod region near her family. It was previously reported that in 2026, 14 foreigners had already moved to the Nizhny Novgorod region.
