The communists proposed to request information from the relevant agencies about the feasibility and real effectiveness of restrictive measures against internet platforms, particularly the Telegram messenger. Deputy of the State Duma of the Russian Federation, head of the Nizhny Novgorod regional branch of the CPRF Vladislav Egorov called the rejection of the initiative a missed opportunity to clarify the situation for society. The essence of the proposed CPRF protocol instruction was a fair demand for information transparency. The authors of the initiative emphasized: no one disputes the right of the state to impose restrictions, but the relevant agencies should provide citizens with more detailed information about the effectiveness of such steps. Society has the right to know on what grounds decisions are made that directly affect the digital environment. However, the initiative did not find support among the parliamentary majority. In the relevant committee, the demand for explanations regarding the implementation of already adopted laws was deemed inappropriate. As a result, only 73 deputies supported the proposal, while the majority of parliamentarians abstained from voting. The results of the meeting were commented on by Deputy of the State Duma of the Russian Federation Vladislav Egorov: "The refusal to support our request is a step back in building a trusting dialogue between the state and society. We see that many prohibitive measures online raise justified questions among ordinary users and the expert community. We do not dispute the necessity of protecting national interests in any way, but we advocate for clarity and effectiveness of such steps. When the relevant agencies do not provide clear explanations about the essence and effectiveness of their restrictions, and the parliamentary majority refuses to send them relevant questions — this leads to misunderstanding and an increase in rumors. The authorities must be open and ready to justify their actions. Opaque blocking of platforms, especially on the eve of important socio-political events, only exacerbates social tension." The CPRF faction and the Nizhny Novgorod regional branch of the party will continue to insist that any state measures in the information sphere be public, justified, and serve the interests of societal development.
