Nizhny Novgorod region has expanded cooperation with Belarus to all regions.
On June 26, 2026, at 14:25, the Nizhny Novgorod and Mogilev regions signed an agreement on trade-economic, scientific-technical, cultural-humanitarian, and social cooperation. The event took place at the Minsk International Exhibition Center BELEXPO during the XIII Forum of the Regions of Belarus and Russia (16+). The signatures under the document were put by the Deputy Chairman of the Regional Government Igor Zotov and the Chairman of the Mogilev Regional Executive Committee Anatoly Isachenko. Thus, the Nizhny Novgorod region completed the formation of partnership relations with all six regions of Belarus.
"The agreement on partnership relations with the Mogilev region is a strategically significant step for the Nizhny Novgorod region," noted Igor Zotov.
He added that the region is already actively interacting with the Brest, Vitebsk, Grodno, Gomel, and Minsk regions, and the inclusion of Mogilev will allow for the expansion of experience exchange and the launch of new joint projects in the economy and social sphere. The document provides for the development of contacts between enterprises, participation in exhibitions and fairs, and the exchange of delegations and specialists. A separate emphasis is placed on inter-municipal cooperation. Currently, there are 44 agreements in effect between the municipalities of the Nizhny Novgorod region and Belarus, and sister city ties have been established with 26 cities of the republic.
The Minister of International and Interregional Relations of the Nizhny Novgorod region, Olga Guseva, emphasized that work with Belarusian partners is being conducted systematically. In 2026-2028, it is planned to implement a program for the development of inter-municipal cooperation, which will cover industry, transport, the agro-industrial complex, science, and culture. The Chairman of the Legislative Assembly of the Nizhny Novgorod region, Evgeny Lyulin, added that the agreement expands the opportunities for interaction among lawmakers. Currently, agreements on cooperation have been concluded with the councils of deputies from all six regions of Belarus, and the new document will allow for more active development of contacts with the Mogilev region.
As part of the forum, the delegation of the Nizhny Novgorod region also participated in a plenary session and a thematic section on regional policy. Representatives of the region held a number of working meetings, including discussions on preparations for the XX meeting of the Business Cooperation Council of the Nizhny Novgorod region and the Republic of Belarus. In addition, the parties discussed the organization of the V Congress of Small Towns of the Nizhny Novgorod and Grodno regions, which is planned to be held in August 2026 in Diveevo.
