      A monument to the founder of the modern judicial system of Russia, Dmitry Zamyatnin, is planned to be installed on Bolshaya Pokrovskaya Street in Nizhny Novgorod. This was reported by the City Duma. The deputies of the City Duma approved the decision to commemorate the Minister of Justice of the Russian Empire (1862-1867) at an extraordinary meeting on June 11. The petition was submitted by the Main Department of the Ministry of Justice of the Russian Federation for the Nizhny Novgorod Region. The authors of the idea proposed to install a monument to the reformer of the judicial system of Russia in front of the building of the House of Culture named after Ya.M. Sverdlov, which during the time of the Russian Empire housed the Noble Assembly. The initiative was first considered and supported by members of the Committee for the Commemoration of Outstanding Personalities and Historical Events on December 4, 2025.

      Dmitry Nikolayevich Zamyatnin was born on January 31, 1805, into a noble family in the ancestral estate of Pashigorevo in the Gorbatov district of Nizhny Novgorod province. He was educated at the Imperial Alexander Lyceum in Tsarskoye Selo and spent the first 17 years of his service in the 2nd Department of His Imperial Majesty's Chancellery. From 1840 to 1863, he held the positions of herald master, member of the Consultation, and head of the Ministry of Justice. He was appointed Minister of Justice of the Russian Empire on January 1, 1864. He was an inspirer and promoter of progressive judicial reforms in Russia. Under his leadership, judicial statutes were developed and implemented, enshrining the principles of judicial independence, transparency of proceedings, and the institution of juries. At Dmitry Zamyatnin's personal suggestion, cruel corporal punishments as part of sentences were abolished.
