"This is a victory": Lyulin on allowing regions to impose a ban on the sale of vapes

      On June 9, 2026, at 16:36, Politics. The State Duma on June 9 adopted in the final reading a bill that gives regions the right to impose a ban on the sale of vapes and related liquids. The decision of the federal parliamentarians was commented on by the Chairman of the Legislative Assembly of the Nizhny Novgorod Region, Evgeny Lyulin.

      According to him, for five years—from March 1, 2027, to March 1, 2032—subjects of the Russian Federation will be able to independently impose restrictions on the trade of vapes and related products. Lyulin emphasized that this is the very decision that the Nizhny Novgorod deputies were striving for.

      "We consider this decision an important victory and an endorsement of our desire to protect the population from harmful habits," said the speaker of the regional parliament.

      He also noted that thanks to the adopted law, regions receive additional tools to revise state policy in the field of the circulation of nicotine-containing products. In his opinion, the priority should be the health issues of citizens, especially the youth, rather than commercial interests.

      At the end of May, the Legislative Assembly of the Nizhny Novgorod Region, without waiting for the State Duma's decision, adopted a ban on the distribution of vapes and liquids for them in the region.

      Recall that in the summer of 2025, the Governor of the Nizhny Novgorod Region, Gleb Nikitin, proposed to ban vapes and addressed the corresponding proposal to the President of Russia, Vladimir Putin. The head of state supported this idea.
