      June 9, 2026 11:00 PoliticsToday, on June 9, the State Duma plans to discuss and adopt a federal law that will allow regions to independently impose a ban on the retail sale of vapes and related liquids. The bill stipulates that the subjects of the Russian Federation will be able to regulate the sale of electronic nicotine delivery systems in their territory. The decision has been developed taking into account the opinions of citizens, the medical and educational communities, as well as experts. According to surveys, the majority of Russians support the restriction: 74% are in favor of a complete ban on vapes. The goal of the initiative is to protect people's health, especially children, and to increase the effectiveness of preventing harmful habits among youth. In May, deputies of the Legislative Assembly approved a ban on vapes in the Nizhny Novgorod region. The restrictions are expected to be introduced on September 1, 2026, but no earlier than 90 days after the official publication of the law. It was also reported that the region wants to introduce fines of up to 1 million rubles for the sale of vapes.
