      A meeting took place in the Kremlin between the President of Russia, Vladimir Putin, and the graduates of the first cohort of the educational program "Time of Heroes," which is implemented by the Higher School of Public Administration of RANEPA in collaboration with the platform "Russia – a Land of Opportunities." The "Time of Heroes" program is a direct personnel lift from the President of Russia. The program allows military personnel to apply their experience in civilian life, develop management skills, and feel needed and in demand after returning from the front. According to information posted on the website of the President of Russia, over two years of training, 70 out of 82 graduates received appointments to various positions in the system of state and municipal administration, in state companies, and development institutions. "I noticed at the time that people like you, who have gone through these difficult trials, should form the backbone of future managers," said Vladimir Putin at the meeting with the graduates of the first cohort of the educational program "Time of Heroes." The president's meeting with the graduates is part of a systematic transformation of the entire state personnel policy of the Russian Federation. The management apparatus is being renewed, laying the foundations for the country for decades to come. Veterans of the Special Military Operation, who have shown loyalty to the Motherland on the battlefield, have already proven their effectiveness as leaders in public service. Graduates of the program are not afraid to overcome challenges and are capable of making decisions. "We will continue to do everything to ensure that people who have gone through these trials – you and those like you – take on more and more responsibility. Many work in representative bodies of power, and some will now participate in the elections for deputies of the State Duma. We will definitely support you," said Vladimir Putin. By the way, several residents of Nizhny Novgorod who participated in the Special Military Operation already hold leadership positions in power structures. For example, the Knight of the Order of Courage, participant of the "Time of Heroes" program, Vladimir Anisimov, was appointed Deputy Head of the Administration of Nizhny Novgorod. In his role as Deputy Head of the Administration, Vladimir Anisimov oversees work to support participants of the Special Military Operation, their family members, and patriotic education for youth. Three-time Knight of the Order of Courage, Yevgeny Chintsov, was elected Chairman of the City Duma of Nizhny Novgorod. Yevgeny Chintsov underwent training under the "Time of Heroes" program, initiated by President of Russia Vladimir Putin and implemented by the Higher School of Public Administration of the Presidential Academy. Yevgeny Chintsov's mentor within the program was the Governor of Nizhny Novgorod Region, Gleb Nikitin. Yevgeny Chintsov won the elections for deputies of the City Duma of Nizhny Novgorod in single-member district No. 30 in the Soviet district by a large margin from competitors. The regional branch of the "United Russia" party nominated him for the position of Chairman of the City Duma, and on September 25, 2024, Yevgeny Chintsov was confirmed in this position.
