Migration registration of foreigners in guest houses: what is important to know

      ❗The Ministry of Internal Affairs of Russia reminds that a guest house is a means of accommodation, which means that its owner is subject to the peculiarities of migration registration of foreign citizens, as provided for hotels and other means of accommodation. In accordance with Russian legislation, the owner of the guest house fills out a notification of the arrival and departure of a foreign citizen (in two copies) and records this information in their accounting documents. We share a detailed instruction for guest house owners: 1️. The owner of the guest house marks the receipt of the notification in the detachable part of the arrival notification, after which it is immediately handed over to the foreign citizen. 2️. In the column for the note "full name of the hotel, legal and actual address," the name of the guest house and its actual address are indicated; in the column "position," it is indicated as "owner of the guest house." 3️. One copy of the notification is kept by the owner of the guest house for 1 year, and the second is submitted to the territorial bodies of the Ministry of Internal Affairs of Russia within 1 working day following the day of the foreign citizen's arrival at the place of stay, and no later than twelve hours of the working day following the day of departure. 4️. The transfer of the arrival notification is accompanied by a register in two copies. If a foreigner is accommodated in a guest house on a non-working day, the arrival notification is sent within one working day following the non-working day. ✔No state duty is charged for registering foreign citizens at the place of stay in a guest house, except in cases where foreigners engage in labor activities at the specified location. If the information about the owner of the guest house is contained in the Unified State Register of Individual Entrepreneurs and the Unified State Register of Legal Entities, an agreement on information interaction may be concluded with such a person.
