Nizhny Novgorod region will launch an experiment with guest houses in September.

      May 15, 2026 13:10 Society Nizhny Novgorod Region will launch an experiment with guest houses. The corresponding draft law was submitted to the Legislative Assembly by Governor Gleb Nikitin. The document has been published on the regional parliament's website.

      It is planned that the experiment will begin on September 1, 2026, and will end on December 31, 2027. Its main goal is to create favorable conditions for the development of the tourism industry in the region.

      In particular, the draft law establishes the concept of "guest house" as a type of accommodation for tourists in an individual residential house. At the same time, the document allows for the introduction of additional criteria for granting a house the status of a guest house, taking into account regional specifics.

      Oversight of compliance with the established requirements is planned to be entrusted to the Ministry of Tourism of the Nizhny Novgorod Region. The norms on state control in this area are expected to apply to relationships that arise from January 1, 2027.

      Currently, the draft law is undergoing the regulatory impact assessment procedure.

      Recall that at the end of 2025, the Nizhny Novgorod Region was included among the regions where an experiment on regulating the activities of guest houses will begin in 2026.
